I don't think it was caving because I don't think Senate Ds were very concerned with protecting DACA recipients anyway, I think they've been written off. IMO the goal was just to force a quick shutdown exactly at Tupmr's 1 year anniversary and as Jose said, get possible Presidential candidates on record as voting the way they did. I don't think it's a smart plan but it was very well executed.
