Some context for that solar panel tariff: the EU did something similar about six months ago, even right about the same tariff amount. Also DOE has just announced a sort of solar manufacturing x-prize for US companies. I think the idea is to stop flooding our market/the EU market with very inexpensive Chinese panels and attempt to give the US/EU panel manufacturers a chance. TL,DR: China is way ahead of both the EU and the US in cheap solar panel manufacturing and this is intended to stave it off a while longer.
