i read about it after seeing the billboards and being really confused. according to the fbi oakland is apparently the epicenter, or one of a few, for child prostitution and trafficking in the united states

once you have wealth on a scale where you can have any material possession and access to any life experience you want, the only thing left to buy is other people.

sometimes it's figurative, and you start buying political influence
