I learned from the Conan the barbarian DVD commentary, that getting the horses to fall down was easy and the horses loved rolling over and it was super dangerous to the stunt men because the horses liked doing it so much.

To get a 'No animals were harmed' they invited a humane society person to the set and walked them out to the stables and the horses were all flopping over the place and rolling down hills.

I recall hearing that the horse in Blazing Saddles enjoyed the getting punched in the face bit.
