That's a separate issue altogether, related to the dogshit architecture that resulted from the NBN co's lovely negotiations with the ACCC, and then the atrocious CVC pricing scheme. A lot of the contention and peak slowdown issues would be rectified if the government would treat the NBN as an infrastructure project, rather than demanding ROI by some arbitrary date, and thus totally gimping the performance.
