Bart's plan involves a gigantic mass human sacrifice which requires enough people dying at once to cause a huge issue. Bart being able to kill someone individually doesn't go against the fact he can't enact the mass human sacrifice on his own. You could argue that he could go around killing a bunch of people himself but that wouldn't necessarily be enough considering the entire plan revolves around "All the loving death at once."
