Not trying to defend Caganer but just need clarification. All I know about the saga is from his post above which sounds like he simply asked something like "hey, pantshitter69's wife looks like someone I know. Is that Angela from Tulsa?". Or was there something more nefarious that he is leaving out of his side of the story?

Mods do not have access to that information. The admins can correlate emails or IP's or something to check whether someone's a rereg, but it's not supposed to be outed unless there's a good reason (for example someone avoiding probation with an alt), or at least that's how it was when I was a mod. My understanding that nobody has access to credit card records, no names, no nothing, that's only the payment processor, which is why we can't know who bought red-texts.

Source IP or email address, but I'm not sure if mods have access to that data. re: CC info. Since SA doesn't actually process the transactions themselves I would be very, very surprised they have access to any CC information. Any PCI audit would find that poo poo and SA would have its merchant account suspended or cancelled. Plus, I seem to recall ZDR emphatically stating that there is no CC information on SA's servers in any form (minus any idiot that might put it in a post).
