i think it will have impact in november in the sense that people like to win and hate to lose. regardless of being competitive in this district being a huge deal and a 20 point swing from trump people just like to go 'woo blue wave!' or 'woo we beat the liberals!' and that'll drive donations, voter turnout, etc. not a huge amount but its another statistic to toss in.

if it's below .5% there's an automatic recount. there's no rule saying there cant be a recount when it's more than that. generally if it's less than a percentage a recount is pretty likely.
