There are a large range of goods that this might work well for but there is some retail that customers will never ignore. Tire fitters (etc). Everyone in the supply chain in Australia has been suckling at a very generous teat for so long that disruption can only be a good thing. There is however some baby in the bathwater.

It's difficult to agree with these statements, because calling people 'too easily offended' and implying their hypersensitivity is stifling debate is also a popular right-wing talking point to accomplish the same thing in reverse.

Often people with very real grievances are ignored because they're 'just being too sensitive.'

Is there anyone here who has experience with the Victorian Greens who can provide some actual facts?

'This is bullying' vs. 'you're too sensitive' is a very low-value argument that isn't going to get us anywhere without real context.

Louise Milligan is in the comments talking about a similar experience in her NSW Greens Four Corners episode. If i had to guess its when they were trting to film Greens at the NSW conference who were saying they do not consent to appearing and cameras were an infringement.

The move is fuelling claims that consumers will pay a higher cost for the 5G services if Australian companies are forced to turn away Chinese equipment suppliers such as Huawei, given estimates the company is a step ahead of its US and European rivals on price and performance.

Fairfax Media can reveal that US President Donald Trump raised the US concerns about Huawei directly with Mr Turnbull and other officials, but those aware of the talks said this did not mean Australia had decided to ban the company.

The Turnbull government’s message to the US was that the Trump administration must do more to prevent Chinese companies leapfrogging their American competitors and offering cheaper and better technology.

At stake is the rollout of 5G networks that offer faster speeds for consumers but represent mammoth investments for Telstra, SingTel Optus and Vodafone using equipment from a shrinking list of Chinese, European and US suppliers.

The growing concern in the Turnbull government is that Huawei has a lead of two or three years over its US rivals in developing radio access gear for mobile base stations and the network equipment to transfer data, forcing Australian companies and their customers to pay more to meet Mr Trump’s “buy American” demands.

Mr Turnbull told Fairfax Media the government was “always careful” about foreign investment and infrastructure and was “constantly considering” issues of telecommunications security.

“In a more connected world, the more critical all that infrastructure is. You can see that just in our own lives,” he said in an interview.

“The ubiquitousness of connectivity is the big change. All of these things become much more critical over time.”

Huawei has been deeply controversial in security circles since the Abbott government banned the company from supplying equipment to the National Broadband Network over fears the Chinese government would gain access to vital communications networks.

Mr Turnbull offered no indication on whether Huawei or another Chinese company, ZTE, would suffer a similar ban on 5G, but the government has set in train the laws it would need to impose its will on Telstra, SingTel Optus and Vodafone.

Government officials met industry executives in Sydney and Melbourne on Tuesday and Wednesday, with another meeting due in Canberra this Tuesday to go through the new powers.

The regulations will be imposed under the Telecommunications Sector Security Reforms (TSSR) legislated last year, which give the Attorney-General or Home Affairs Minister the right to tell companies what to do with their networks based on advice from security agencies.

One part of the law demands companies tell government officials of any changes to their networks, such as an upgrade or the purchase of new equipment, and give the government 30 days to respond with approval.

Holding Redlich partner Angela Flannery said the process was a concern for companies because it could delay the shift to 5G.

“There’s a justifiable concern that the process for obtaining a response from the government might be delayed, for example, by the requests for further information, and that could slow down telcos in going about their business,” she said.

Communications Alliance chief John Stanton, who represents equipment supplies and network operators, said the TSSR law had “very broad” powers even though safeguards had been added in response to industry concerns.

“It still leaves open the prospect that the government could direct telcos to remove equipment,” he said.

One industry source said the government officials were not offering any answers to “hard questions” about the level of intervention being considered.

The government decision is vital to the rollout of the new mobile networks over the next two years, at a time when senior officials believe Huawei has a technical lead on core network equipment over rivals Nokia, Ericsson and Cisco Systems.

Mr Turnbull’s visit to Washington DC earlier this month triggered speculation that senior US officials warned him not to allow Huawei to build the new networks, but Fairfax Media was told the Australian message was that the US had to do more to close the technology gap with China.

The US President signalled a tougher approach on Chinese technology two weeks ago by blocking the $US117 billion merger of network chip giants Broadcom and Qualcomm on the grounds that the US needed more competition between its own companies to prevent Huawei surging ahead.

Crucial decisions now loom over the choice of technology for pilot 5G networks being planned around the Commonwealth Games on the Gold Coast and in Western Sydney around the site for the city’s new airport.

Australian officials are considering an approach similar to the UK, which has allowed carriers to use Huawei on the condition that a team of programmers from the Government Communications Headquarters (GCHQ) check every line of the Chinese company’s code as it is written.

Other members of the “five eyes” intelligence alliance have allowed Chinese suppliers into their networks, with New Zealand company Spark launching a 5G trial with Huawei this week at an event attended by the country’s communications minister.

Huawei Australia corporate affairs director Jeremy Mitchell said the company was comfortable with an Australian equivalent of the British “cybersecurity evaluation centre” and backed the TSSR regime.

“We’re happy to be independently tested, we’ve very confident of our product and very confident in our security assessments,” he said.

Mr Mitchell cautioned that any move to block a supplier from the market would hurt carriers and their customers.

“When you restrict market access and competition, you always lead to increased prices and less best-practice technology,” he said.
