the us government would be much more hesitant to drone someone on american soil than they would be to have FBI, ICE, Local cops, etc. black bag them, because drone strikes would lower surrounding property values.

the weapons useful for sabotage and early-stage revolution are not the weapons necessarily being considered for restriction

it's probably better to focus on being armed enough to hypothetically seize poorly-guarded or wavering materiel rather than self-arming leftist infantry units, and that's a revolver and hunting rifle job

incidentally in american examples, it's also how it worked in the vermont theatre of the revolutionary war, which is the one that actually made lasting gains starting from an unsupplied militia (and was also less a revolution fought against the royal army and more one fought against another colony, which managed to finally secure independent independence by trading captured heavy arms for recognition)

You only need small arms to rob a National Guard Depot, and the DoD knows it. They can't defend against simultaneous revolt across the country, the best they could hope for is a revolt being concentrated in one state so they can relocate forces there and recall as few people from abroad as possible. That's the other part of a revolt, whether it succeeded or not, it would completely screw up US Hegemony around the globe.
