Right, Japan seems to have a proportionally rather low prison population; it's equivalent to several European countries with much smaller populations, plus these three and Australia. Taiwan and Australia have about a fifth of Japan's population. I assume that either Japan prefers other forms of punishment, or that their prosecutors won't act without maxxing out their chances of a conviction.
