They are still dependent on NATO chokepoints to move Navy ships and supplies at Gibraltar and the Bosporus. That and they have had the base for that long and it hasn’t really affected anything. It’s something they want which costs nothing to give but taking away would seem to be much more costly. If the Russians were willing to support Assad in this way, why wouldn’t they support a Latakia rump state to maintain their base in the event of some hypothetical collapse. Mainly, they have had it for a while, it hasn’t changed the balance of power or anything. It seems like you thought they didn’t have it before. What does the presence of the Tartus base change?
