Am I mistaken, or didn't the NEB just basically disband due to conflicts of interest and is in a holding pattern waiting on new directions/guidelines from the federal govt?

Because a) it seems like the rule of law was failing the NEB and b) the "new" rule of law is going to be completely disregarding the traditional NEB mandate.

Elected in 2011, the Progressive Conservative MPP has always served in opposition to Liberal governments. Is it harder to quit when polls suggest his party might win the June 7 election?

Harris takes the longer view. He remembers being told in past elections that he was likely heading into government. It didn't happen. "The most joy of my job is to continue to represent my constituents, whether it be in opposition or not," he said.

Harris, 38, and his wife Sarah have four children. Three of them were born while he held office. Sarah now intends to step into politics, seeking to replace her husband.

Politicians tweeted Harris their best wishes. Premier Kathleen Wynne called him. They spoke warmly and laughed.

"It was just a really nice conversation," Harris said. "At the end of the day, of course, we're on opposite sides and we have different viewpoints. But we're people and we're committed to our communities."

He warned the premier that he may still have questions for her in the legislature before he bows out.

Harris has been his party's transportation critic and its science critic. He's advocated for people who use service dogs and for people with rare diseases.

He's pressed the government for better roundabout rules. He pressed for labour reforms that would keep government building contracts open to broader competition.

Along the way he gained confidence in the legislature, learning how to gain attention and elevate issues.

Harris said he has no job lined up but expects to return to private-sector business, after politics.

"I'm definitely open for any opportunity that I see would be a good fit," he said. "My passion for this community will never waiver. People will still see me around."

So, first of all, this condition sounds pretty debilitating. He had impaired vision for month at a time, which was so severe that he walked into a door, breaking his nose. Why was he still driving with such a condition? The Record is a bit of a conservative rag, particularly this election, so I'm not surprised their article chose to cast him in a sympathetic light, but this anecdote shows a pretty bad lack of judgement on his part, while also revealing yet again our cultural addiction to the personal automobile.

One would think the transportation critic with a debilitating vision problem would voluntarily surrender his driver's license and work to boost transit options, but in other news...

The party said a complaint from a former intern prompted them to call an "urgent meeting" with its Provincial Nominations Committee, which reviewed the evidence and unanimously decided to disqualify the MPP from being a candidate in the June election.

"The evidence presented to us included a written complaint from 2013 by a former intern about how she had been passed over for employment," the party said, in a statement.

There was also a series of text messages from the same period, between the young intern and the MPP.

"They included a discussion of potential part-time employment, as well as a request for her to send him photos, an invitation for her to meet with him late that evening, and reference to something that may have previously taken place in his Legislative office," the PC party said in a statement.

Monday's announcement came while Harris was sitting with his PC colleagues in the Legislature during question period.

The 38-year-old MPP said the texts in question were a part of a conversation with someone who wasn't on his staff at the time. The texting lasted one night, and didn't go any further, he said.

"I had an embarrassing, inappropriate BBM (BlackBerry Messenger) conversation about five or six years ago. I accept responsibility," Harris said, in an interview at his house.

"It was an embarrassing conversation, but nothing ever went any further than that ... It's something we've dealt with since then. Like any couple you have some bumps in the road."

He said his family "is stronger now" after he told his wife Sarah Harris, who sat beside him during the interview.

On Sunday, his wife and the mother of his four children said she'd like to seek the PC nomination to replace him, and that she's had political aspirations for a long time.

But on Monday, she declined to say if she still wants to run in the election.

"The community is so important to us, and we love this community. But right now, for the first time in a long time, we're going to focus on Mike and the kids," she said.

Harris also declined to elaborate on the BBM conversation, saying only that it was "back and forth." The party said the texts were of a sexual nature.

The MPP was asked by his party about the issue, and only denied that a "formal" complaint was ever made.

"As a result of this information a decision has been made to remove Michael Harris, MPP, from the Ontario PC caucus effective immediately," the party said.

Harris said he was informed of the party's decision to disqualify him as a candidate via email, which he saw early Saturday morning.

He says he didn't fight the decision because it allowed him to deal with his degenerative eye condition known as keratoconus — he has cornea replacement surgery booked for early May.

"The email was pretty blunt. There were clearly options, we could have appealed, or protested. But I felt a sense of relief," he said. "The truth is, I felt a sense of relief. I have to deal with this eye issue."

A few hours after that email, the MPP announced he wouldn't seek re-election, saying his keratoconus was worsening and he needed surgery. He told a story about driving at night in the rain and having a close call that scared him.

"That was the game-changing moment," he said, in an interview before the allegations came out.

"My vision has been extremely poor for a while now ... There's no good timing. I believe that I'm doing the right thing for my family, and for my constituents."

Harris said he was caught off-guard by Monday's announcement from the party, although he had a "conversation" late Friday night about the allegations.

The news leaves the Kitchener-Conestoga PC riding association scrambling to find a replacement candidate just two months before voters go to the polls. Harris was a popular MPP in the largely rural riding, which he's represented since 2011.

Locally, Harris has always played up his reputation as a family man. He was among the MPPs who publicly turned on former PC leader Patrick Brown, who resigned in the face of sexual misconduct allegations in January.

"Those kind of allegations, in this day and age, need to be taken seriously. There's no room for that here," Harris said, at the time. "We're obviously thinking of those individuals who were impacted by those allegations, and our thoughts are with them first and foremost. And now we need to go from here."


The MPP, a former transportation critic, was co-chair of former leadership contender Christine Elliot's campaign to replace Brown, and some felt that position had put him at odds with new leader Doug Ford.

"We have a zero-tolerance policy with regard to inappropriate workplace behaviour. This has no place in the PC Party of Ontario," Ford said, in a statement.

Questions were flying Monday around Queen's Park about the timing of the allegations against Harris, and how long some members of the PC's inner circle may have known about them.

Some accused the Tories of covering up the complaint against Harris. Ford said he only he learned of the allegation Friday night.

"The question is, when an issue comes to light, when someone finds the strength to tell their story, can those in positions of power take those complaints seriously and act to protect others? It falls to Mr. Ford to let us know what happened in this specific matter," Liberal MPP Deb Matthews said in a statement.

"I believe the right questions are being asked about the timeline that lead to Mr. Harris being removed from the Conservative caucus. Ultimately this situation and the decisions around communicating it to the public rest with the Leader. What did Doug Ford know about it, and what decision did he make?"

NDP Leader Andrea Horwath called on the PC Leader to clarify what he knew and when.

"Doug Ford needs to explain when he learned of the allegations of Michael Harris' misconduct with an intern, and what role he played in Harris' attempt to cover up it up," Horwath said.

"I commend the courage of the young woman who chose to speak out about the sexual misconduct she suffered while working for Michael Harris, and hope that she receives the support she needs now."
