I can see them having the idea of making a conspiracy theory real (the PD: TH secret and Overvault was basically that) but I'm quite sure the storyline has become a lot longer and more involved than they previously intended. After all, they've extended support for the game more than once already.

It's worth bearing in mind just how long the actual production timeline is on some of this material- resources for Reservoir Dogs (which was, explicitly, for a tie-in with Reservoir Dogs) was briefly leaked within about the first year of production. The devs went absolutely bonkers when people asked them about it, but thankfully no one recognized what they were for. Similarly, it's also become clear that PD2 was designed for VR integration from early development, too. It's why there's location-specific, icon-based interaction points for things like doors. I mean, considering the metaplot stuff is obviously tying into The Secret in a big way, and we had Bain's Guide at launch...it'd be really stupid to not have this stuff planned out to some extent. Not that it would be out of character for Overkill to do otherwise, admittedly.

Thats great man, and i know you've got inside knowledge, but I just don't believe it. I've seen enough writing to know post-hoc tie ins when I see them and I just can't square "let's rob a 7-11" with "immortal dudes." I totally believe they had some vague outlines for an illuminati thing or something like it but I think the rest of it is looking at the pieces they made and saying, "okay, what can we actually do with this weird stuff?"

the increasing stakes in the heists were something that goldfarb got asked about a lot and his response always was that bain was slowly training up the crew for something huge, the biggest heist in history and perhaps for all time. everyone took at as pointless hyperbole at the time because of goldfarb's nonsensical comments about dark souls and so on but there's LOTS of evidence that these elements have been meticulously planned.

It's possible this was originally going to be the justification for the drone cameras we have gotten on a couple heists.

Lots of evidence, sure. One of the laziest writing tricks is to make a ton of noise and then make sense of it later so that it looks planned, also known as "the Lost method." I won't argue that there have been a ton of little hints but many of them also turned out to be meaningless and I'll believe it was "meticulous" when I see it, is all.
