'twin maids' alone is one of the most powerful premises around. the cotton candy hair is a good take on 'red oni blue oni,' and that story also factors into their early character development. the maid outfits are really good; their detached sleeves have the same cutoff line as their tops with the same ribbon lace and that's a strong aesthetic, doubly so when the two stand next to each other. their seiyuu are among the best and their verbal abuse of subaru early on is moe.

their characters continue to develop after this but this was a big part of the initial draw, i think

no, not even remotely. the whole question feels is just built on a faulty premise, like a slightly more sophisticated "anime then, anime now" meme complaining about moe. but the demographics haven't changed all of a sudden as if otaku suddenly started mutating in japan like the x-men, what did change was 1) raws are easier to acquire and fansubs easier to distribute so westerners are more exposed to a wider cross section of material, and 2) same thing that happened everywhere else, internet opened up new distribution avenues so you get stuff like Aggretsuko easily available on netflix which is probably not something that would have been officially distributed in the US 10+ years ago.
