You've been able to file a change of address online at least since 2012, but they also still offer physical cards in post offices that you can fill out.

I can definitely see the prank lasting for a while. Whoever gets the notice dismisses it as a joke (or it gets lost in the shuffle, etc.), and then everybody whose job it is to pick up the mail just assumes someone else got to it first. In a bureaucracy as big as UPS it could last until someone complained that something they were expecting was really late.

The thing is, there's a $1 charge if you do it online, as a means of verifying identity. They don't do that at a post office location, I don't know if they even check an ID. I guess they figure people aren't going to risk getting caught by going to an actual location to do it if they're doing it fraudulently.

In fact, they won't even do anything at the counter other than hand you the form, and tell you to go fill it out (like, literally *go*, you're holding up the line) and then drop it in any blue box. They wouldn't even let me borrow a loving pen the last time I went through the process.

Facebook Aunt, that's because what you're paying for there is Mail Forwarding, aka re-addressing your mail (that's sent to your old address), updating the address on it, and forwarding it to your new one.

Here in Norway it's free to update your address / register new details, and you get mail forwarding for 2 months for free on top of that.

It's 2 separate services, where 1 is usually free and the other usually costs based on the duration and distance things need to be sent.
(They're of course usually done at the same time, so I can see how people see it as 2 sides of the same process/service. )

Not just defunding, they're also required to prefund pensions 75 years in advance, IIRC because that gets counted as federal revenue under some shenanigans.

There are national address registries in Scandinavia that are used for such as govt communication, taxes, no-advertising lists, etc. That's what gets updated.

Finland have separate workstations at tax office customer services just for the purpose that you can go in and see what your neighbors and other people earned last year. Its completely public information.

Its also always national news on the day when the tax information is released; which artist made how much money, and who is the richest person in town/country/etc.

Privacy and Scandinavian socialism flavour don’t mix in all respects, but for all means and purposes their system works reasonably fairly, and is regulated where necessary.

There is actually funny story about the Finnish government; the army draft offices, law enforcement and tax office are relatively relaxed about most things, but the Office of Social Services (Kela, Kansaneläkelaitos) is the bloodhound of legendary bureaucratic process and their reaching arm around the globe.

For example, several missionaries and volunteer workers in the 80's and 90's reported that the only mail they ever received during their assignments in Africa, Far East or South America was the Office of Social Services informing them that they have to turn in their social security card due to prolonged stay abroad and apply for a new one once they move back in, and register their new address immediately. Someone was even billed in China for getting compensated for something that was overturned in the process.

There used to be a joke that Bin Laden was a smart guy to not study here and withdraw any extra student compensations; KELA would have reached him in a couple of days while it took Americans more than a decade.

EDIT: So no, the system will not forget. KELA actually demanded one dead person to apply for a new job, just a couple of months ago.

Sometimes when someone gets shot they have to cut or restrict blood flow going to non-vital parts like the legs so there will be enough to go to useful places like the brain. This results in the loss of the legs.

Contrary to popular belief, shooting people in the arms and legs is actually really dangerous. Apart from the risk of missing the smaller target, the legs in particular contain gigantic blood vessels and you can bleed out very quickly without prompt medical attention from a bullet to the thigh.

She probably suffered an infection or sufficiently severe damage (like the aforementioned tourniquet killing the limbs) that her legs ended up being amputated from being shot.

Krankenstyle: The national address registries in most Scandinavian countries get updated at the same time as registering it with the post, yeah.
( But not Norway, here you have to do it separately at the government and post. Because the postal service is kind of privatized, but mostly owned by the government, so it's a separate entity. )


Postpeople are pretty lax about it ( because people are terrible about their records and updating them. )
But post isn't supposed to go to a person at an address unless they're registered to live there.

So if you move to a new place and forget to register it, in practice any mail sent to it is supposed to be sent back to sender with a message that the address might be incorrect.
In practice postpeople will usually try delivering things and seeing if it either gets returned, or not collected. (Because people are significantly better at complaining about things than actually fixing things ahead of time themselves.)
(And again, in practice it usually gets delivered, though if any postpeople decide to just return it instead of delivering it they're in the clear. )

Also any packages addressed to an unknown address is -supposed- to be sent in return immediately on discovery, instead of hanging around for 2 weeks.
But again, people are lax so many offices here disregard that, and let them lie.

Here you'll also get a letter after a while asking if you've moved to this new address, and to please register it with the postal service if you have.
