They didn't show any good replays but it looked like the keeper's back foot was still on the line or near enough as makes no difference. https://www.dutchreferee.com/goalie-leaves-goal-line-penalty-kick/ Booking a keeper for trying to react a split second early seems pretty lovely to me.

I did the referee’s exam like four years ago and this wasn’t a yellow card offense unless you were unsporting and kept doing it. Seems very bizarre to do it on the first offense.

Didn't they have a rule in one where anyone who touched the ball after the opposition team had been awarded a set piece got a yellow card and after a couple of games of everyone getting one it sped up the game massively
