You can bet they have a contract with a set price for years, and GM is not having to take the blow desperately trying to rejigger things to once again make hinge-making a profitable endeavor. Quite possibly there is some waste to this, and something like insurance or just more careful planning would work as well or better, but the scenario which motivates the setup is playing out right now.

When I worked in manufacturing they tried to run for a while with no parts in inventory and just make everything on the fly and it sucked. Their solution was to just start buying all the parts they used to make in house and lay off all the machining people, but that didn't work out either because it still takes time to make the stuff and then it had to travel from China. They ended up throwing out all the now-unused machining equipment and used the space for extra parts storage, so trying to run without inventory worked out with them having even more, shittier inventory
