Fairly! With top level cyberware, you can get someone down to being a brain in a human shaped metal jar with a manageable number of disassociative disorders.

You are also going to need a government or megacorporation's direct backing because you could not afford your own left arm if you worked for the rest of your life.

The background materials are pretty cyberpunk though, although nation states still have a lot of power rather than corps.

A nuclear WW3 that destroyed Tokyo, Beijing, and Washington; Japanese disaster only averted because a company there developed nanomachines that scrub nuclear fallout; the Japanese capital moved to a newly constructed island city in Fukuoka harbor literally called New Port City in Japanese; a non nuclear WW4 fought over SE Asia leading to a large number of refugees that Japan took in only to exploit for reconstruction; the US broken up into 3 states, including an outright American Empire that seems to have inherited it's superpower status and is in a Cold War with China, etc.

Pfft, unnecessary with cyber limbs. Also you could just "sit" on your lower stomach instead of your butt.

If you call that sitting.

Abandoning proper sitting is what truly distances you from humanity.

Now, if you really wanted, you could have extra fold out skimmer legs in your cyberlegs, but let's be realistic here. Once you start going in for luxury like that, you're just a couple of years away from harvesting the brains of the poor to improve your combat abilities.

The whole "full cyborg conversion" thing was pretty nanotech dependent and that ground to a screeching halt when AIs decided that "escaping" into human hosts by hacking those nanites and writing themselves over peoples' brains was a good idea. Now that the CFD crisis has been (mostly) resolved, nanotech will start moving forward again.

Fun Shoe
Full cyborg conversion of a person who's already spent their life in a normal body is pretty difficult. There are true cyborgs that start with either a cloned brain, or the brain of a child nobody is going to miss. Once the brain has healed into its jar, it can drive any robot body or vehicle set up for rigger operation. It still has both very expensive and intensive maintenance requirements and a whole host of mental issues to deal with. But that's probably your best bet for making the Major.

Well, we were talking Standalone Complex Major, who's relatively well adjusted. And even at her most broken down crazy, the Major's able to function socially (even demonstrating more empathy than might be expected from a government kill squad leader) which, if I remember right, is not common at low essence

If you're making a full cyborg as a government or megacorp supersoldier experiment, you'd probably want to start out with Delta cyberware, for 0.5x normal essence cost.

You'd then find someone with Affinity (Cyberware) to shove it into, reducing the essence cost by another 10%, and shoot them full of adapsin for a minor 0.2 essence cost, dropping that cost down to 0.3x.

Four cyberlimbs, a cyber-torso, a cyber-skull, and cyber-eyes + cyber-ears come out to 7.25 total essence, so you'd have 3.525 essence left after shoving all that in. You'll probably want to replace all your bones, so let's go for titanium bone lacing, for .45 essence. Because you're going to want to basically be a tiny walking tank, you'll probably take 6 points of Dermal Plating, which comes out to 0.9 Essence.

But you need to be fast to fight good. Fortunately, since you're a top secret black ops supersoldier project, you are going to get Rating 3 Move By Wire for another 1.5 essence.

After adding a datajack because why not, you'll still have 0.645 Essence left for various other odds and ends. If you want the full Ghost in the Shell experience, you can take the Skin Toner cyberware and the chameleon processor, giving you active camouflage for another .15 Essence (the chameleon processor can take up capacity in your cybertorso), leaving you with .63 Essence (a total cost of 5.17 Essence for being a full cyborg, plus .2 Essence for the Adapsin treatment).

Also, since you'll probably want to get all this poo poo installed in one go, by one organization, you'd probably end up making it a cybersuite, multiplying its final Essence cost by 0.9, which cuts its cost down to 4.65 and your remaining Essence to 1.25. Yes, you're still above 1 Essence with this sort of crazy setup.

And all it requires is a very rare set of genetic traits, plus millions of nuyen of bleeding-edge augmentation.

If you're really going whole hog on 'human 2.0' you might start off with an Experimental Transhuman, which lets you move the Adapsin to your free Essence and buy another .8 Essence of random bioware in addition to your full cyborg bits.

You're reducing that 7.25 by 70%, to a total of 2.175. Going whole hog on the Essence cost reducing traits/treatments is very, very broken if you have infinity money.

I mean yeah, cyberzombies are always a possibility, but amusingly enough because of how ludicrously excessive the requirements are to make a cyber-zombie, just going for the Deltaware full cyborg is probably easier.

And also, you don't need cyberzombie benefits that much when you have +3 armor from each cyberlimb (including your cyber-skull and cyber-torso), another +3 armor from bone lacing, and 6 points of extra armor from dermal plating, so you have like, 27 armor naked.

Bioware doesn't benefit from Adapsin, and the way stacking essence cost reduction works, each additional step is a much greater proportional decrease in cost.

Furthermore Move By Wire is actually better than the Synaptic Booster, as the Rating 3 Synaptic Booster gives + 3 Reaction and +3d6 Initiative in 5E, but the Rating 3 Move By Wire gives +3 Reaction and +(9+1d6) Initiative while also acting as a Rating 6 skillwire.

The Synaptic Booster doesn't gently caress your social ability, but you're making a full-body murder cyborg. At this point I'm pretty sure you don't care.

Of course, it does so by essentially putting your entire nervous system into a constant agitated state mimicking an epileptic seizure, which tends to put a crimp in your quality of life, but as you say...
