The first time my grandmother came to Australia she said she would make the christmas cake. She wasn't sure if Australia had icing sugar (I think this was the first time she'd ever left the UK) so she packed herself a bag of it in her luggage to bring it over. Hey guys the Federal government doesn't want to pay for all those autistic children on the NDIS so they've asked the egg heads to just change the definition of autism away from it being a spectrum and instead it should be defined as tiers.

A NEW plan to tweak the definition of autism could see thousands of Australians with significant support needs unable to access the National Disability Insurance Scheme. The plan, being worked on by the National Disability Insurance Agency with researchers, will reverse the idea of an autism “spectrum” and place people into specific “subtypes” based on individual characteristics instead, The Australian reports. The redesign will reportedly come into effect shortly before state and federal support programs for autism end next year, potentially leaving thousands with little or no support. The Australian first reported at the weekend the NDIA was working on a secret plan to restrict the access of autistic people to the NDIS by preventing them from qualifying “automatically” for taxpayer funded support. It’s part of a wider plan to rein in costs of the $22 billion NDIS. Now, it has been revealed moves to tweak the definition of autism are being worked on by researchers from the Co-operative Research Centre for Living with Autism along with the NDIA. The news comes after Australians were shocked by a horrific case where several teens have been charged after a defenceless 14-year-old Quinn Lahiff-Jenkinsa was allegedly assaulted by a group of teenagers outside a school in Melbourne’s northern suburbs. The researchers are working to develop a “profile” of different types of autism based on “individual characteristics”, which would identify new “subtypes” of autism rather than acknowledging a “spectrum”. It could potentially allow the NDIA to link specific support packages to the new subtypes. The research adds weight to revelations at the weekend the NDIA is working on a plan to restrict the access of autistic people to the NDIS. An NDIA staff member reportedly published part of the plan last week by updating a list of pre-qualifying conditions for the scheme and the update was then taken down the next day. But The Australian reports the change removed Level Two of three levels of autism, the second most severe, from the list of conditions that automatically qualified for entry to the NDIS. The NDIA has expressed concern about some people with autism being placed on the NDIS where “eligibility criteria have not otherwise been met”. “While this work has been underway for some time, it remains at a discussion stage and no decision has been made as to whether the Lists should be changed,” a statement on the NDIS website yesterday said. The reported changes come as the number of NDIS participants with autism rises. About 142,000 Australians are currently in the NDIS. The percentage with autism has risen from 28 to 29 per cent in the past year. ABS statistics reveal the number of Australians with Autism rose by 42.1 per cent to 164,000 between 2012 and 2015 alone.

So a friend of mine is not only disabled, but also autistic, and for some reason is a supporter of the LNP. When I pointed out the contradiction inherent to her views (she was particularly displeased with the changing definition of autism), she didn't really have any answers for me beyond "well Labor are still poo poo". I pointed out the greens have always been for funding disability services. She said she wasn't going to become a single issue vote on that alone because something something drat hippies. While conversation was a big WTF.

I'm not going to defend the LNP obviously, but there is an ongoing struggle about how ASD is defined, and this coupled with the fact there are no diagnostic tests for it is going to make this a really difficult area. There are plenty of ASD folks who require zero assistance, and plenty who need loads, and you kind of need to make a call at some point as to who needs it. This should be up to medical professionals though, not the government.

This should be up to medical professionals though, not the government. I mean, there's no blood test, but there are some pretty good tools for diagnosis (if you're AMAB). There's already a system where a doctor can say 'i reckon this person can do x hours of work per week' but centrelink now use their own assessors who tend to vastly overestimate both chances for improvement and capacity to work.

I pointed out that conservatives often have a lot in common with Greenies, but the discourse seems to often forget that. Like climate change - any conservative worth their salt would know the heat trapping properties of carbon dioxide, and anyone who was truly conservative would understand the risks inherent to climate change. There's multiple complex systems interacting with each other, it's practically impossible to mitigate against all the possible scenarios, and it's quicker and easier to enact a dramatic reduction in carbon emissions. She also claimed Labor are grandstanders and want the picture of them being seen to do something rather than actually doing something. I pointed out that the NDIS is a Labor policy, and even if the LNP want to fund it fully, they can't without changing the definition of disability because caring for people with disabilities is expensive, the money has to come from somewhere, and most LNP donors will stop donating if the LNP have to either increase taxes or close existing loopholes to improve revenue.
