It's Zigzag from The Thief and the Cobbler, an animated film by Richard Williams that had a long and troubled production history before it was taken over by a different studio and pretty much ruined. It's kinda like the Duke Nukem Forever of animation.

Just to add on to your post, you can see the whole movie (the intended original version) on youtube too. If you love animation as a medium it's worth a watch as the movie explores how far you can push traditional animation. I can understand the arguments of the story, but my god the animation. For reference the scene of the gif, the guy has 6 fingers and like 20+ little rings. He is basically showing off to other animators (look how well I can keep on model) haha. He also wrote what I am pretty sure is the number one referenced book on animation. Like take this scene:

It's basically a mini callback to the first type of animation, the zoetrope, in which you would spin something so fast it would appear moving.

Here the cobbler is moving so fast that the walls appear moving. Tons of stuff like that in the film it's some good stuff.

The Thief and the Cobbler (at least at the outset) was an adaptation of stories about a 13th century Turkish man who makes common appearances through many Middle Eastern fables, while Disney's Aladdin was largely an adaptation of a British live-action film based on a French fairy tale set in China.
