With all the buildup, he's probably still trying to figure out what to include. Meanwhile he has to show that Griffith is returning to his pre-slap self, perhaps in order to bring all the characters back together for the final... afternoon tea.

There's absolutely no chance in a series this old with such rare updates and few chapters that Miura is writing chapter to chapter like a WSJ manga does. In fact, we saw his story boards of the first Casca dream chapter a solid 6 months before the chapter hit and he needs a story to storyboard first. He'll know precisely what to do at this point.
