Heartwarming follow-up - the gentleman in question is a recent and undocumented immigrant to France from Mali named Mamoudou Gassama. Essentially, but the language in the article ("We’re going to regularise all your papers and if you wish, we will initiate a naturalisation procedure so that you can become French, if you so desire.”) insinuates that there'll be at least a bit of a process for him to go through. I also suspect that the fire brigade thing was meant half-jokingly, though I'm less sure about that.

Vice, no question, was being awful and kept pushing her hard limit of "stop asking about my loving spouse/partner, and stop corroborating the narrative that I'm not my own inventor." Wu was also awful because she publicly sicced her Twitter fans on Vice editorial staff in efforts to doxx them. That's what got her hosed over on Patreon and YouTube. They take a very dim view of that.
