The US Senate scuttled a lot of bills passed by the House intended for addressing the Deepwater Horizon disaster, three of them unanimously or with only one vote against. They had the time, especially considering uncontroversial bills get to bypass debate and sail through quickly. They just didn't want to do anything. H.R.5481 - To give subpoena power to the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling - passed with one vote against by Rep. Ron Paul H.R.5503 - Securing Protections for the Injured from Limitations on Liability Act (SPILL) Act - passed by House voice vote H.R.6016 - Audit the BP Fund Act of 2010 H.R.3534 - Consolidated Land, Energy, and Aquatic Resources Act of 2010 The last bill was a controversial bill which included many improvements, such as lifting the liability cap for under the Oil Pollution Act, which is $175 million, and extending it to include other factors like human injuries. BP essentially volunteered to pay out the $20 billion anyway for PR purposes. It narrowly passed 209-193, with 39 Blue Dog votes against. With a 59 majority, 58 actually with Ted Kennedy being a month away from dying, it probably wasn't going to pass, but that didn't stop the Democrats from trying to pass bills on other subjects. I think the reason it wasn't taken up by the Senate was so that the vote against it would stay off the record of bad actors and keep their "% of votes in favor of the environment" score higher. That motive doesn't explain the other three bills which passed unanimously, though. The Senate leadership probably just didn't want any of it passed. So they went to August recess, eight years before Chuck Schumer would applaud Mitch McConnell for not going to August recess because they need to stay in Washington and work. The same month that bill passed, the Senate was debating a jobs bill aiming to help the 15 million Americans who have lost their jobs in the recession. The CBO estimated, over 2010-2020, it'd involve $43 billion in revenue and $127 in outlays for a net deficit increase of $84 billion over that timeframe. Of the $127 billion in outlays, $86.5 billion were for unemployment and healthcare relief, $25.6 billion were for incentives for infrastructure-related businesses, $4.7 billion were for extending existing provisions (mostly "tax relief"), and $10 billion for miscellaneous projects that are at least tangentially related to jobs by employing people with titles such as "Modification of Wool Apparel Manufacturers Trust Fund" and "Qualifying timber contract options", i.e. trickle-down through subsidization. You'll also see the bill includes a lot of items that are unrelated to jobs under the part labeled Title IV, because under PAYGO rules bills have to at least partially pay for themselves. That's what connects it to the Deepwater Horizon response, because aside from this section "altering various rules that corporations use to calculate their foreign tax credits and foreign-source income", this part of the bill included an increase in the amount that oil companies are expected to pay into an Oil Liability Fund as insurance against the possibility a large enough to take down the liable company occurs, leaving the U.S. government to clean up the mess or bail out an oil company. Sen. Bernie Sanders introduced an amendment to the jobs bill to close big oil company tax loopholes and use the $2 billion to invest in the Energy Efficiency and Conservation Block Grant Program, the only oil-related change introduced in the Senate that entire year. It was voted down 35-61 despite the Democrats having a 58 majority, not including Sen. Kennedy, who died a month later. Anyway, after all that work, the jobs bill looked like it was going to fail to pass, and rather than vote on it they retreated toward substituting "H.R. 4213, the American Jobs and Closing Tax Loopholes Act of 2010" with "H.R. 4213, theUnemployment Compensation Extension Act of 2010", a 3 month extension of unemployment.
