After the 70s without the labor shortage and increased automation, american wages stagnated.

At the time, he was making a "why not give people money directly instead of doing workfare" argument, and "engineers won't work for minimum wage like they did in the mass unemployment of the Great Depression" but I don't think the jobs necessarily have to involve any building. There's always volunteer work that can be done that the private industry isn't addressing and you can find plenty of it on sites for volunteering.
