Yes, but they are also shocking lenient, generally pushing for deals, and most life sentences get paroled with 15 years, and lesser charges than murder often within 10, and they have far less prosecutors per capita than the US. They just need another Shibushi Case to really hammer the nail on their interrogation tactics, and the Japanese Bar is pushing hard to revamp interrogation tactics.
