For a man in his position, and his social exposure, coupled with the fact he got set up for life about 25 years ago, it doesn't smell right. If anything else, he should've been coached in debt exposure as a part of his job. I know some sensitive jobs have periodic check ins, and I can't see why he wasn't included or counseled on it.
