Maybe in the absolute sense, but there was research in the Obama years that showed that mergers in markets with relatively few competitors had a measurable negative impact on consumers in that market and an commensurate positive impact on profits in that sector.

The Obama FTC used that as justification to block mergers, until they got sued and a court ruled that empirical evidence from past events can't prove a trust forming.
