They are OK with employing tactics that decent people recoil at, that stymie the normal processes intentionally, and have zero regard for the spirit of law, order, and justice. It a systemically rotten organization, and while there does seem to be a decent investigative division within ICE, the people working in that division have themselves come out and asked to be split off from ICE because the immigration gestapo behavior is directly interfering with their ability to investigate transnational drug trafficking, kiddy porn, human trafficking, and the like. There isn't much you can do at this point to turn that ship around is to gut the entire agency from top to bottom, and start from square one. Included with that would probably be a name change to get rid of some of the stank associated with ICE. Or you can dissolve it and roll its responsibilities back into other agencies like how things were pre-DHS. I think this is the better option because it would let you shift priorities and funding more fluidly, you wouldn't be having to keep the enforcement agency fed and funded when you'd rather shift resources towards getting people their papers instead of asking people to show you their papers. This would all have to come with a major revamping of immigration laws and process anyway, so 'Abolish ICE' is a good shorthand and rallying cry for that whole process because ICE is the most prominent festering boil on the face of American immigration policy.
