Is it possible that we don't have access to all DLC settlement items until you actually start the DLC? I'm working on a settlement and when I look at the Nuka World stuff, other than a bunch of cars and rocks.. there's not much there.

The clean vault furniture actually is available right away, it's just the vault pieces and the different experiments you build as part of the quest that aren't added until after. Same with the raider flags and raider 'job' pieces, though those can only be used for raider outposts obviously.

There is other stuff that need triggers to be enabled, like the Picket Fences items.

You can only build them in raider outposts but if you kick out the raiders you can keep using their stuff. So you can do something like turn the entire Commonwealth into raider ouposts, build tribute chests everywhere, kick the raiders out, then assign regular settlers to them. This keeps them functional and generates piles of free loot forever. Same goes for the chem venting machines and alcohol stills though that is less useful.

Same. Looking at reddit, there's a lot of cancelled orders and no one chiming in to say they got to keep theirs so I'm thinking they didn't have any stock to begin with.

I called support and asked why it went up for sale and the lady just kept repeating that it's out of stock.

I have a question about the proliferation of non-english languages in the post war world. Now obviously the main reason everyone speaks English is for gameplay reasons, but I wonder how well other languages survived the war. You can find the shipwreck in fallout 4 with Portugese ghouls, the Zion Tribals have elements of German in their own language, Raul shows how Spanish has survived, and Curie obviously speaks French. That last one got me thinking. If the Mr Handy was made available for international sale would it come packaged with non English voice adaptation? Would a group like the Followers of the Apocalypse use Mr Handies to teach language courses back in the Boneyard?

I'm not sure what the deeper lore is, but both Arcade and Ceaser in New Vegas both learned Latin from the Followers in New Vegas - I am sure that they have different, and less dead, language courses.

The real question is how much use other languages would be in the wasteland. Mandarin or Cantonese would be valuable for dealing with the Shi up in San Francisco, and a hint of German could help one speak the Sorrows language, but Curie's french isn't that valuable unless we find out that Ronto has been overrun by Quebecois partisans.
