Also that's sort of the point of the episode, the juncture at which realpolitik trumps ideology (and whether you agree with Sisko's choice in that dilemma). They kill the holodeck designer guy, the senator, the other people on the senator's ship--that's the price of a shot at winning what appears to be an unwinnable war.

There's a scene in, I think, the second fight of Tsunkatse where you can clearly tell it's not Jeri Ryan throwing down in the ring. And credit where due to the episode; they actually have some real fight coordination for most of the matches. It's just that the third one has Seven fighting the guy who trained her to the death (DUN DUN DUUUUUN!!! ) so they have to talk during the bout and suddenly it's back to cheesy Star Trek slap-fighting.
