Not without massive infrastructure upgrades to all the airports. The only way that a controller has of communicating with an airplane is over the voice radio or by flashing a colored light at it. You aren't going to be able to get an autopilot computer to reliably understand "follow the Bonanza at your one o'clock, report when over the radio towers, caution for coast guard helicopter doing exercises halfway between the bridge and the shoreline", transmitted rapidly across a noisy analog radio channel in clipped tones, at any point in the near future. Also, current VFR regulations put the entire see-and-avoid responsibility on the pilot. The tower doesn't give specific instructions, just warnings about traffic they notice in your area. If a Tesla can't even reliably see a semi trailer jackknifed across the road at 60 miles an hour, there's absolutely no way you can expect similar technology to spot a Piper Cub two miles away closing with you at 200+ mph. So since the tower can't provide command guidance to your plane, and the plane itself can't be expected to sort it out, we're back to needing a fully trained and licensed pilot.

Cleveland has steam and chilled water in the downtown area. Chicago doesn't have steam, but they do have chilled water. Universities are another pretty common area with steam tunnels running to all of their buildings.
