The French inch was longer, so a French foot was 33cm, while an English foot was 30cm. This resulted in his official height being reported as 5'2", which the British press took and ran with because it was short for someone of aristocracy or a military officer. ...Mind you that height came from when he was measured in a British prison, but that's besides this point

This definition came out of a period in history when countries were making early forays into the idea of adopting a universal metric system for use amongst themselves not unlike our modern SI system - the Americans and English were supposed to be in on this definition too but no mutual agreement could be reached at the time so the French definition was essentially only used in France. Bizarrely, while Napoleon himself liked having a fully standardized system for measurements he didn't care for the names of the new units, and so during his era the older, colloquial, better known unit terms were brought back but now redefined in exact terms by converting through the French definitions of the metric system. It's my understanding the 5'2" measurement came from Napoleon's personal physician tho at the time of his autopsy so it's very likely to actually be 5 pieds 2 pouces rather than the British equivalents. In fact afaik he's usually ranked very solidly as the 4th greatest president of all time whenever academics or newspapers publish a list surveying prevailing opinion re: presidential rankings - fyi the top 4 are almost always some ordering of Lincoln, Washington, FDR, and Teddy, it's the race for 5th greatest where it usually gets more interesting with more varied responses. Interestingly tho it's Andrew Jackson, someone who was reasonably controversial to begin with, whose legacy has most suffered with the changing of the times what with modern scholars looking back at his actions in office. He's been ripped out of sometimes being ranked inside the top 10 and has more recently been ranked as low as being within the bottom 5 worst in some more recent surveys.
