They threatened to aim them at key Bush states, in late 2003, so he got shook. The retaliatory tariffs thus never got put into effect. It did hammer jobs and raised steel prices though. Donny Fatass has already gone well past that point, in at least half the time, and across more industries. If he hasn't backed down yet, he won't in the future. Bush backed out far, far sooner.
