I'm pretty sure multiple countries criticized Saudi for this and they were looking for something to go off on specifically for Canada One of the main reasons the old Saudi oil minister got fired was because his amazing strategy for combating shale oil which has a high extraction price was to crash the oil market intentionally until it was no longer profitable by overproducing. The US was Saudi's biggest market and they are becoming self reliant because of shale, and if Canada had full access to their shale oil they would be the second largest oil producer and they aren't part of OPEC and are right on the border with them to boot. So he raised production (past agreed limits too) until the oil price became $20 a barrel and Saudi's budget assumes $70-90 most years and they went into a massive deficit and started insane programs like "double all foreigner residency charges in 2018, then again in 2019", or "Make all retail workers Saudi by September 2018". Historically the retail industry was less than 10% saudis and it will be illegal to hire any non saudis for certain posts after September. This is designed to force young people into jobs that exist that they don't want to do so the country can say they do not have a youth unemployment problem (they do). It's a bit of a mixed bag because saudis have to realize that they cannot have entire malls staffed by desperate expats, and honestly some of the interactions are hilarious. Customers are used to talking down to sales staff and when it's saudi staff and they fight back all kinds of fun stories break out. Also the quickest way to guarantee worker's rights in these countries is for the workers to be citizens. I don't think anybody told the "We are gonna collect additional revenue from taxing foreigners" team that they are replacing foreigners with saudis who they cannot tax yet tho. What they can do is randomly arrest several prominent billionaires for "Corruption" and then ask them to post large ownership shares of their privately owned companies to the government as bail which plug some of these budget holes. I honestly think they wanted an excuse to cut off the 15k students they were paying for and possibly a trade deal or two they realized went way over budget. If you're 3 years in to a good engineering program you're not going to wait for the government to reassign you and lose a year of credits, you're going to pay out of pocket to finish your degree.
