(Ringworld Kzinti never had this change and their females are fully sentient, iirc) They already use that origin for Klingons in Star Trek.

It's not an uncommon origin for sci-fi civilisations who seem way less culturally developed culturally than their technology would imply. (Including humans, in some works)

The Klingons fought the Hur'q off, and used salvaged and captured Hur'q technology to drastically accelerate their technological progress.
