Their culture and the genetic engineering is basically what happens when you give a Bronze Age culture space age technology, as they turn men into 'heroes' (mostly good at yelling and leaping) and try to make their wives less naggy. (Ringworld Kzinti never had this change and their females are fully sentient, iirc) They already use that origin for Klingons in Star Trek.

It's not an uncommon origin for sci-fi civilisations who seem way less culturally developed culturally than their technology would imply. (Including humans, in some works)

That's the real reason the Vulcans want reunification with the Romulans. The Romulans carry the gene to keep them from going nuts and needing a mating cycle. But it could end up backfiring, we could accidently create Romulans who need Pon Farr, too.
