I do know COD development team (along with other game studios) has had similar connections to state department officials the way Hollywood studios have had.

There's a ton of people involved in modern AAA video games; it's possible that some of them intended the subversive bits, even if the rest of the game is intended to be taken at face value. Of course, for a modern or near future shooter to be commercially viable, their options are limited.
