To be fair they thought he was going to be Captain in S4 because by all accounts P Stew was very much ready to quit.

EDIT: Also why will no one make a Star Trek anthology series hosted by Q? It's like the loving perfect setup, you could tell stories from any time in any place without having to have series regulars. Hell you could even have stories from different universes and timelines.
