is there a serious use case where a blockchain that's only got a limited number of servers participating would be useful because the whole point of bitcoin seems to be to convert coal into co2 and tokens you can redeem for drugs

The problem is that real world applications for blockchain are so marginal that nobody would care - which is problematic because blockchain developers want it to be seen as revolutionary world-changing technology that everyone is going to want to have or get left in the dust. It's not useful for constant real-time use like they want it to be.
