They don't do it to attract a mate. They do this to collect material to make a nest. While most nesting birds will just carry a few twigs in their beak back to the nest, these guys store a bunch of stuff in their butt feathers so they can carry more at once.

The Brooklyn parrots aren't there because of climate change. They've been there since the 60s, and the best guess is that they're all descended from a shipment of parrots to a pet store or something similar that escaped.
