In comparing MotoGP and F1, it's far far rarer in MotoGP that a rider tries to make a pass while braking into a corner and they touch and both get knocked off line or crash out. Marquez did it a couple times this year and it was a big deal and there was no debate over whose fault it was. He was basically DSQ because of it. In F1 that's a routine occurrance and there's often controversies and debate about it.

Not that I'm aware of, in terms of leaving space etc. There are rules about staying on the racing line and maybe not moving erratically but they rarely have to enforce them. Rossi did something like that to push Marquez off line behind him a couple years ago and it was another very big deal with big penalties. And again, no debate over whose fault it was, except Rossi fans might have said Marquez deserved it.
