That's the thing - if all you want is an oppressive police state that kills undesirables with optimum efficiency you don't need RPGs. You just need fewer pesky civil liberties and a political environment even more permissive about doing lovely things to people.

While US president and eternally blessed Clancy darling Jack Ryan watches, having decided that hiding in the nuclear bunker is for pussies. Also, I'm pretty sure that the scene immediately prior to the nuclear launch featured a guest appearance by Rainbow 6, tasked with infiltrating the Chinese missile base to stop the nukes from launching in the first place (they fail, but it's attributed to the Russian spec-ops team accompanying them).
