I'm concerned that just expanding renewables as is will lead to other parts of the world making GBS threads carbon instead of us and they still have that whole baseload issue. Sharing energy tech, especially if we invest and improve on it, could help mitigate that.

Here's one thing that's happening:

California has an issue with occasional excess solar electricity they can't use. In a few incidents, they have had to pay other states to accept their excess power.

Ideally, you would want some sort of storage system, on a massive scale. Maybe turn Hoover Dam into a ginormous battery. Well, that's happening too:

The truth is wind and solar are working out nicely. We do need to fix our grid, but the learning curve is reducing the cost of these and the storage solutions and they can be deployed quickly.

Look at it this way, if the only tool ever used for climate policy in the US is the CAA we're hosed anyway. This objection doesn't apply to the new legislation that is needed anyway. The Clean Power Plan, while better than nothing (and honestly still did a lot of good) was never going to be the final say in US climate policy.

And if the Democrats have the votes for a real climate bill, they'll have the votes to pack the court and keep it from being overturned too.

The hoover dam project is pretty idiotic imo (the colorado is already hella constrained and the evap rate is eyepopping), but there are other options too. No administration ever has, and is unlikely ever will, because the necessary measures will be hugely unpopular and therefore it's easier to kick that can down the road.

Still, there's something to be said about making token mitigation efforts vs obfuscating the issue and altogether cutting research and gutting preparedness funding.
