He's not uh "good with games" so the enemies need to move just a little bit not much, and they need to be ready to die if the big boss kind of points at them and fires a gun in the general direction. They must die as if headshot from team ninja.

'Offensive' use of electronic warfare (aside from scrambling their transmissions) would mean using the enemies trusted frequencies and codes to send bogus messages to sow chaos or lead them into a trap, or trick them into entering their SSN. But it's not something that lends itself to a real-time, fun activity. So yeah, I can definitely see CIG wasting lots of time trying to implement it.
