The overall cost of the Manhattan Project was something on the order of $2 billion (in 1945 dollars), spread over several years, of course. Germany's GDP between 1938 and 1944 was $2.8 billion combined, and the theoretical side was by far the least expensive part. The true cost was the work of building factories to produce the uranium and plutonium.
