my guess is that once the police accepts that theres been a rape (which they probably wont in most cases), the british police are just a little better at plain old policework than the americans so their cases are brought to court more tightly and better supported. also i dont think they have that weird system with an elected DA that can just go "no i dont wanna prosecute that" to a case
