We could probably solve the whole organ shortage by just giving registered organ donors priority when it came to organs for transplants. People under 18 would automatically be on the priority list.

And if you donate an organ you can spare (i.e. a kidney, chunk of liver, bone marrow) you get a priority pass you can give to a family member. So instead of sticking billboards asking for kidneys, the family could get her bumped to the front by helping someone else. Maybe offer partial credit for donating a few gallons of blood. Apparently the cash for plasma business in the US means America supplies 3/4th of all the world's supply so if you cut out the profit motive there would be a massive shortage. But that's different because it gets replenished. It is also cleaned up and filtered so you can be a junkie whose whole life is just one long series of accidental and intentional needle pricks and the plasma is still good to use.

If you spend 3 hours sitting totally motionless donating platelets, the Red Cross will sometimes give you a $10 gift card to some store or company you don’t even like.
