Really, it just comes down to management stupidity. Bethesda/Zenimax was cool with giving Obsidian 2 whole years to make the game, but Obsidian's higher ups said "nah, give us less time AND bonuses if the Metacritic score is 85". BGS gave Obsidian all the assets and resources they needed. Obsidian still made more assets, though, so it wasn't a complete recycling project. It was a completely symbiotic relationship between the two (Obsidian gets noticed by the games industry again in a big way, and Bethesda gets another game out the gate while Skyrim is being developed), but corporate greed and pride got in the way of quality.

Isn't Clanden, the guy you let run away one of the four evilest npc's in the game by karma? dude makes torture-snuff-porn for kicks. I always solve his part in the quest via a flamethrower.

Yeah, in particular this quest always gets me a hilarious bug where the dead hooker isn't actually dead. You go in there and she just kind of strolls out with generic dialogue, but you can still examine the table and get the "Signs of a horrible murder" thing.

Basically, the only reason you need to be granted membership of the White Glove Society is if you want to expose Mortimer's scheme as he's executing it, siding with Marjorie. Otherwise, you are just a really friendly person who just helped him out with his plan. And even then, for that branch of the quest, it's completely optional and requires you to at least be Liked by the Strip.
