I think it's pretty simple. The author wanted to include a design like that, and stumbled into unfortunate character implications because they were wanting to justify the slutty child design without considering anything else.

I went into FGO with a pretty low opinion of Raita from Valkyria (though the in-game designs, as mentioned, are fine) but both Kintoki and Raikou have been two of my favorite character to both use and just kind of have around in general. I don't much care for Shuten's FA art but she's fun as a character (and I guess is kind of a Raita-ized take on Aoi Yuuki's actual stature).
