Most Native groups refuse to participate in the kind of rigorous collection and analysis of their genetic background that would be necessary to build the kind of database necessary to determine whether someone has a Native ancestor. So, when someone turns in a DNA sample and there's genetic information that isn't consistent with any of their known groups, or maybe the closest known match is some poorly documented group maybe Native, maybe Asian, they've gotta make a judgment call on whether that is "Native" or not when they give the report back. Besides, having a Native ancestor, even if it could be proven with absolute certainty, doesn't make someone Native any more than finding out that great-great-great-grandpa was a freed slave makes one African American. The very framing of the assumption is rooted in blood quantum and anti-miscegenation laws.
